The Greater Bay Area — Guangdong's nine mainland cities plus Hong Kong and Macau — is usually praised for its universities and tech industry. What fewer people realize is that tuition inside the GBA varies by more than 25 times depending on where you enroll.
This guide ranks every GBA city by real, verified tuition for international students, from the budget-friendliest to the most expensive. Every figure below comes from the universities' official international program listings, quoted in the local currency (¥ RMB, HK$ Hong Kong dollars, MOP Macanese patacas).
The takeaway: the difference between the cheapest and the most expensive GBA option is roughly ¥5,050 vs HK$145,000+ per year. Where you choose matters more than almost any other budget decision.

Add a low cost of living (¥2,000–3,000/month) and a coastal location just 30 minutes from Shenzhen by high-speed rail. Full details in our Study in Huizhou guide.
2. Jiangmen — From ¥5,250/Year
Jiangmen, the ancestral home of millions of overseas Chinese, offers three budget institutions:
- Jiangmen Polytechnic — Chinese + Vocational Skills diploma at ¥5,250–6,410/year (deadline July 15), with a Sino-Thai 3+1 Advanced Manufacturing track at ¥6,410/year.

- Wuyi University — Engineering and Economics bachelor's degrees at ¥15,000/year, HSK 4 required.
3. Foshan — From ¥5,710/Year
Foshan University offers Engineering and Materials Science bachelor's degrees at ¥5,710/year — and even an English-taught Agriculture master's from ¥5,710–10,000/year, one of the cheapest English-taught postgraduate options in China. Foshan's manufacturing economy means internships are never far away. More in our Foshan city guide.
4. Guangzhou — From ¥6,230/Year
Guangzhou, the provincial capital, is surprisingly affordable at the entry level:
- Guangdong Pharmaceutical University — Pharmacy bachelor at ¥6,230/year; Clinical Medicine at ¥7,656/year (HSK 4 required).

At the top end, Jinan University and Sun Yat-sen University charge ¥19,000–48,000 — still far below Hong Kong. See our Study in Guangzhou guide and cheapest universities in Guangzhou ranking.
5. Zhongshan — ¥12,000/Year
Zhongshan Torch Polytechnic offers a three-year International Economics and Trade diploma at ¥12,000/year, taught bilingually, in the industrial heart of the city where Sun Yat-sen was born. Recent applications closed May 20 — expect a similar window for 2027.
6. Shenzhen — From ¥7,000/Semester (Language), ¥10,000–30,000/Year (Degrees)
Shenzhen is pricier than the cities above but offers unmatched quality per yuan. Shenzhen Polytechnic University runs a long-term Chinese language program at ¥7,000/semester (deadline August 15), while SUSTech — a top-15 Chinese university — charges English-taught bachelor's and graduate students just ¥10,000–30,000/year. Details in our Study in Shenzhen guide and cheapest Shenzhen universities ranking.
7. Zhaoqing — ¥5,050/Year + Training Fee
Zhaoqing University lists Chinese Language and Education bachelor's degrees at ¥5,050/year — but read the fine print: an international education training fee of ¥33,800/year applies, bringing the real cost to roughly ¥38,850/year. Still reasonable, but no longer the bargain the headline number suggests. See our Zhaoqing guide for the full breakdown.
8. Dongguan — ¥16,000–21,000/Year
Dongguan University of Technology charges ¥16,000/year for Business Administration and ¥21,000/year for Engineering and Computer Science (HSK 4 required, deadline June 30). Hong Kong is the GBA's most expensive option by far — City University starts around HK$145,000/year and top programs at HKU/CUHK reach HK$224,000+. The payoff is global rankings, English-medium teaching, and a one-in-four chance of generous merit scholarships. Full cost breakdown in our Study in Hong Kong guide.
Note: Figures are the lowest verified tuition for international students in each city and change by program and degree level. Chinese-taught programs almost always cost less than English-taught ones. Always confirm the latest fees on each university's page or through StudyinGBA before applying.
How to Cut Your Costs Even Further
- Learn Chinese first. HSK 4 unlocks the cheap Chinese-taught programs that make cities like Huizhou and Foshan possible — see our HSK requirements guide.
- Apply for scholarships. The CSC scholarship and Guangdong Government Scholarship can cut tuition dramatically, and some are open to students without IELTS (full details here).
- Consider diplomas. Three-year vocational diplomas at ¥5,250–12,000/year can lead into bachelor's top-up programs — see our diploma-to-bachelor pathway guide.
- Live in smaller cities, intern in big ones. High-speed rail puts every GBA city within an hour of Guangzhou or Shenzhen.
